Arriving at thechampionships I was amazed and concerned that the TBAWA had sent a group ofofficials to assist who apart from one looked like they had just come from anold peoples home. (I believe they did not look so flash when they wentback to their hotel in the evening). They were great ambassadors for the TBAWAand should be applauded for their work.&lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin-bottom: .0001pt; margin-bottom: 0cm;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin-bottom: .0001pt; margin-bottom: 0cm;"&gt;The game Imost enjoyed as far as umpiring is concerned was a game on Saturday betweenParaburdoo and Karratha at 5.00pm. The officials realised that no umpire hadbeen allocated so noticing Paul ‘Croaky” Planken, George ‘Pretty Boy” Georgis,Rod “Speedy” Della&amp;nbsp; and Greg “Sleepy”&lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin-bottom: .0001pt; margin-bottom: 0cm;"&gt;Mount-Brysonsitting around doing nothing asked if they could manage to do one innings eachin this game and as they noticed that the diamond would have shade from thelocal trees jumped at the chance.&lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin-bottom: .0001pt; margin-bottom: 0cm;"&gt;The gamestarted&amp;nbsp; with Croaky at plate, sleepy atfirst, Speedy at second and Pretty Boy at third (I thought this was going to bea typical Abbott and Costello game).&lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin-bottom: .0001pt; margin-bottom: 0cm;"&gt;It was notlong into the game Croaky lost his voice and had to be replaced at home base byPretty boy who got the game going at a fair pace but when the players startedto enjoy his umpiring he had to be replaced at the plate by Speedy. There wassome argument when Pretty Boy and Speedy had problems deciding where the deadball line was, but the game was going fairly smoothly until the spectatorsthought Speedy had locked up because he had not moved for some time so he wasreplaced by Sleepy who did a great job until the other umpires complained hewas doing too good a job and showing them up. The best thing for local club ball has always &lt;br /&gt;been 13, 15, 17 and well done to whoever it was that changed it back - one of &lt;br /&gt;the reasons baseball numbers are growing again.&lt;br /&gt;&lt;br /&gt;To decide on age cutoff &lt;br /&gt;based around the state champs is ludicrous and destined for grass roots disaster &lt;br /&gt;if not done properly.&lt;br /&gt;&lt;br /&gt;Why is it that WA is the only state that has a &lt;br /&gt;state champs? Ask any other state and they will argue black-and-blue that we &lt;br /&gt;should not be putting kids as young as 7 through the tryout and rejection &lt;br /&gt;process we do. Frankly I agree.&lt;br /&gt;&lt;br /&gt;Tee-ball is for fun, fair play etc etc &lt;br /&gt;etc. Not to tell some kids they are elite and some kids that they don't cut the &lt;br /&gt;mustard. It is not a particular complex subject and only two core decisions were made this year by the TBAWA Council.&lt;br /&gt;&lt;br /&gt;I assume we all agree that playing in age based groups makes sense to provide an enjoyable and balanced playing environment for the kids. If you don't agree with this starting point that would be a completely different discussion to be had and you can stop reading now.&lt;br /&gt;&lt;br /&gt;First decision&lt;br /&gt;&lt;br /&gt;-------------------&lt;br /&gt;&lt;br /&gt;So we know we want age based groups therefore we need to agree on a sensible cut-off date, that is when does age group X end and age group Y start. Three viable options were in the mix:&lt;br /&gt;&lt;br /&gt;a) Calendar year (31st December)&lt;br /&gt;&lt;br /&gt;b) School year (30th June)&lt;br /&gt;&lt;br /&gt;c) Tee-Ball metropolitan season (either the end date of 31st March or the start date of 1st October)&lt;br /&gt;&lt;br /&gt;There are good arguments for each option and no obvious right or wrong. My personal preference is the school year because we are talking about a kids sport here and their friends and peers are largely from the same year at schools. It stops problems with kids being separated from their friends based on age cut-off, makes also at club level team formation easier, and helps parents as very often they are used to sharing duties (for example getting their kids to training) with the mums and dads of the other kids from the same class. Basically using today's lingo school year cut-off based age groups fit best with kids and parents social life. So for me the TBAWA Council got this decision right.&lt;br /&gt;&lt;br /&gt;Second decision&lt;br /&gt;&lt;br /&gt;-----------------------&lt;br /&gt;&lt;br /&gt;The second decision made, and this is where most controversy seems to arise, is when do we stop playing Tee-Ball (or what is the oldest age group)? This decision cannot be made without having some common understanding how Tee-Ball fits overall into the diamond sports. My personal view is that Tee-Ball is a modified form of Baseball/Softball whose main purpose is to introduce children to the basic techniques required to play proper diamond sports (not withstanding that many Tee-Ball skills are useful in other sports as well). Or to put it differently Tee-Ball is for Baseball/Softball what Auskick is for Aussie Rules Football or Minkey is for Hockey. The same applies to nearly all major team sports - they all have modified versions suitable for young kids. And all these team sports stop at a certain age to play the heavily modified rules targeted to young kids and commence to play normal rules of the adult game or only slightly modified adult rules. So, the question we need to ask ourselves is when do we think kids stop benefitting in their skill development from the Tee-Ball rules and should take the next step. There is no simple right or wrong answer to this question either. From my observations at the State Championships over the last years the vast majority of kids in the then U/13 competition (to keep it simple lets say these are basically Year 7 kids although some were even in Year 8 at states) had clearly outgrown Tee-Ball from a skills development point of view. Especially hitting a stationary ball with the bat poses no technical challenge whatsoever - its a toss up between a home run or being caught. For Year 5's Tee-Ball in my opinion still offers a lot in skill development. Just look at this years much younger Supersquad. Great players, but there is still a lot of growth and learning potential within the rules of our sport for them. For Year 6's it is borderline but using this as the transition year into Baseball/Softball seems a good fit to me. So, in summary I think the TBAWA Council got it right by setting U/12 (basically Year 6) as the upper age limit for State Championships. This doesn't prevent Tee-Ball clubs from having Year 7's playing in their Saturday morning competition but sending your best Year 7's to State to hit one home run after the other will come to a close this season and clubs will need and should develop pathways forward in conjunction with Baseball/Softball for these talented kids. And to put it bluntly - U/14 Tee-Ball is not a pathway forward in my book.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;With the two decisions above understood and settled the rest of the discussions held are just fringe issues, like &lt;br /&gt;&lt;br /&gt;should U/11 better be called 10's: Honestly I don't care much. Under either label the same kids would play against each other.&lt;br /&gt;&lt;br /&gt;should U/10 play with a teeball not a baseball because they are now on average half a year younger: No strong feelings either way...&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Manuel Mall&lt;br /&gt;&lt;br /&gt;T.B.A.W.A. All grade  fives are playing with all 10 yr olds that were born between Jan 1 and June 30  of the year 2000 as well as those children who turn 11 between 1&lt;sup&gt;st&lt;/sup&gt;  July and December 31 of this year (11 year olds who have had their birthday in  the last 5 months and those that will have over the rest of this month and  December) or children born in the second half of 1999. This applies to all age  groups and the above example is the CURRENT Crop of &lt;b&gt;&lt;i&gt;UNDER 12’s&lt;/i&gt;&lt;/b&gt;  which would have been the oldest age group at the State Championships this year  however, there was a motion passed earlier in&amp;nbsp; the year to delay this rule  &lt;b&gt;&lt;i&gt;for 1 season&lt;/i&gt;&lt;/b&gt; so as to allow clubs to get their older players  involved in &lt;b&gt;1 final year of State Championships and Super Squad&lt;/b&gt;.  &amp;nbsp;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoListParagraph" style="mso-list: l0 level1 lfo1; text-indent: -18pt;"&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;&lt;span style="mso-list: Ignore;"&gt;2.&lt;span style="font: 7pt 'Times New Roman';"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;To be an &lt;b&gt;&lt;u&gt;under&lt;/u&gt; X age&lt;/b&gt; competition, those competing in it  must not have turned the age that they are playing in until the end of that  season or a date determined after the season finishes. This date has been voted  on by the TBAWA Meeting Delegates from ALL CLUBS earlier in the year and was  passed as being the 30&lt;sup&gt;th&lt;/sup&gt; of June following the season’s end.  &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoListParagraph" style="mso-list: l0 level1 lfo1; text-indent: -18pt;"&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;&lt;span style="mso-list: Ignore;"&gt;3.&lt;span style="font: 7pt 'Times New Roman';"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;There is currently NOTHING stopping any club from having older age  groups playing in their own club competitions and it is not the role of TBAWA to  make a determination on any age that a club or clubs which to have children  participating in.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoListParagraph" style="mso-list: l0 level1 lfo1; text-indent: -18pt;"&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;&lt;span style="mso-list: Ignore;"&gt;4.&lt;span style="font: 7pt 'Times New Roman';"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;The biggest and most important reason that the age groups were  lowered by an OVERWHELMING MAJORITY VOTE was due to CONCERN FOR PLAYER SAFETY.  The size and strength of some players in the older age groups (especially under  13 Boys) is quite frightening to me and a lot of parents that I discuss the  state of the game with on a regular basis. I still play senior baseball and  consider myself to have quite fast reflexes and yet I would not play in the  under 13 competition at PITCHER against the side I coached nor the teams I  coached against at last year’s State Championships. Some of these players were  the size of fully grown men with power to match and it is only a matter of time  until a player gets &lt;b&gt;&lt;i&gt;seriously injured&lt;/i&gt;&lt;/b&gt; by a wayward hit. The  association and all clubs can ill afford the negative publicity nor the future  ramifications of insurance premium hikes that would result from such an  accident. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoListParagraph" style="mso-list: l0 level1 lfo1; text-indent: -18pt;"&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;&lt;span style="mso-list: Ignore;"&gt;5.&lt;span style="font: 7pt 'Times New Roman';"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;The early State Championships oldest age groups were capped at under  11’s and then things progressed as the sport grew to allow under 12 GIRLS and  then under 13 GIRLS. BOYS remained at under 11’s for quite some time and while  it would be great to see things return to the same groups, it is not possible  due to Sex Discrimination Laws preventing the exclusion of boys in any age  group.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoListParagraph" style="mso-list: l0 level1 lfo1; text-indent: -18pt;"&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;&lt;span style="mso-list: Ignore;"&gt;6.&lt;span style="font: 7pt 'Times New Roman';"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;Whether or not your club is at war with the local baseball club  closest to you or you happen to be involved with Baseball WA, Little League WA  or Softball WA at present, your target market IS NOT AND SHOULD NOT BE children  in their last years of primary school (or 1&lt;sup&gt;st&lt;/sup&gt; year High School for  that matter) to bolster your numbers. This can only bolster club numbers for 1  or 2 seasons at best. To increase numbers of participants in this great sport  for ALL CLUBS we &lt;b&gt;&lt;i&gt;all&lt;/i&gt;&lt;/b&gt; need to be working together to get footholds  into Pre Primary Curriculum's, Kindergarten Sports days and Day Care centre  notice boards. ALL CLUBS are also capable of modifying their own playing rules  to create a simpler way for extra young (3 ½ to 4 yr olds) players to get  started in the sport as I know quite a few clubs have  done.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoListParagraph" style="mso-list: l0 level1 lfo1; text-indent: -18pt;"&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;&lt;span style="mso-list: Ignore;"&gt;7.&lt;span style="font: 7pt 'Times New Roman';"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span lang="EN-AU" style="color: #1f497d; font-family: 'Arial','sans-serif'; font-size: 12pt;"&gt;Clubs can always approach the local baseball club or start up your  own Little League/Junior Baseball program. Simple answer No at least not because of the rules, all  that happens this coming meeting is the submission for rule changes are tabled. There will be no discussion on these submissions until they have been to the Rules Committee (RC) for checking and then they will be submitted at the March meeting ready for voting in May.&lt;br /&gt;&lt;br /&gt;One of the questions asked was why do they go to the rules committee and can they alter a submission. They are sent to the rules committee for checking to make sure they do not contravene any laws or our By Laws. The RC have no rights or power to change a submission they can only advise the club who made the submission that there may be a problem and suggest an alteration to legalise the submission. members) have also been greatly affected by the age cutoff date for the State Championship Carnival of 2011, like many other clubs.&lt;br /&gt;&lt;br /&gt;We believe that the date (30th June) that was chosen as the cutoff for the State Championship Carnival is way too late as the season is already finished four months prior to this date.&lt;br /&gt;&lt;br /&gt;We as a club understand that the motion voted on in March 2010 was a rule change and cannot be changed for the State Champs of 2011 and have not spoken about this until now, as this is when (November) rule changes are to be taken back to all clubs to be discussed and then voted on in March for the upcoming season.&lt;br /&gt;&lt;br /&gt;The Morley Eagles Tee-Ball Club (committee &amp;amp; I some cases it appears clubs are either not reading their minutes, or the delegates are not taking the information back.&lt;br /&gt;This week I have been contacted by two clubs asking if the 31st of December is still the cut off date.&lt;br /&gt;The cut off date&amp;nbsp; for players in all age groups is the 30th of June in the second part of the year.&lt;br /&gt;In other words for players to participate at the 2011 State Championships they must be under the age group they are playing in as at the 30th of June 2011.&amp;nbsp; I suppose it goes to show that anyone of us can have a bad game at times. I find your comments without truth or fact but rather by a bad experience by you and you have not been attempting to repaire the damage.&lt;br /&gt;Yes as Chief Coach of the TBAWA I have been promoting diamond sports and the BWA being the only one willing to assist tee-ball in Western Australia.&lt;br /&gt;I want what the majority of clubs are striving for and that is a pathway to other diamond sports when our young players are ready to move on with the skills and knowledge to baseball or softball.&lt;br /&gt;For the past three years, yes I have been working with baseball.&lt;br /&gt;Going to schools with Steve Fish (High Performance Baseball Coach) helping local clubs boost the numbers of registrations.&lt;br /&gt;Super Squad games at Baseball Park playing on the main diamond.&lt;br /&gt;Tee-Ball camps at Baseball Park and at Wanneroo over the past 3 years with assistance from BWA and Perth Heat.&lt;br /&gt;These are only a few and I could go on and on with the positives the the clubs have received over the years I have been involved.&lt;br /&gt;We need to meet and air our differences for the benefit of all clubs. I can remember when my club was that way and I as the President used to blame baseball, but it wasn't just them it was us too. Just before I retired as club president I think I saw the light and decided no matter what it took I would mend the bridges. Guess what happened, as soon as I gave an inch so did they and after only two or three meetings where everyone dropped their attitude we came to a deal that worked out best for the children, not a deal that fed the egos of the adult administrators. Dave in your clubs case if both partys would get off their asses and think of what&amp;nbsp;is best for the kids instead of who will get to control what, you may start to get some where, yes Dave both partys because you are both to blame. Now to get back to the&amp;nbsp;crux of the&amp;nbsp;matter your distrust in BWA and the current administration of TBAWA. Speaking for TBAWA we have not done a turn a round in our attitude,&amp;nbsp;we simply &amp;nbsp;have a great working relationship with BWA. We&amp;nbsp;believe strongly in tee-ball being controlled by tee-ball people.&amp;nbsp;What upsets me most is you attitude of distrust of baseball, put aside your club issues and have a look at what BWA and Geoff Hooker have done for tee-ball in the last few years. BWA through Geoff have&amp;nbsp;applied for and&amp;nbsp;received several grants for which tee-ball on its own would&amp;nbsp;not be entitled to apply. These grants have allowed TBAWA to send umpires and coaches up to the North West Champs for the last two years (around $20,000) They have also allowed TBAWA to send the Super Squad to the South West Champs ($5000) They have paid for undershirts for Super Squad. The tee-ball Started packs are heavily subsidised by Geoff and Baseball. These&amp;nbsp;are only a couple of the things they have done, they fund many things that help keep prices down for clubs,&amp;nbsp;I could go on and on. There are many exciting things&amp;nbsp;coming up this season however they have not be officially released as yet and it is not my job too&amp;nbsp;do this. YES those of us who have been around for&amp;nbsp;a long long time may seem to push the barrow for baseball, however I would push the barrow for tiddly winks if they supported our sport in the way that Geoff Hooker and Baseball WA do. Dave just like you I love this sport and I suppose my advantage is that&amp;nbsp;I am on the inside and get to see all these wonderful things they do that don't get talked about, perhaps the problem is that Baseball WA don't ask for recognition.&lt;br /&gt;I&amp;nbsp;do not believe for one minute BWA&amp;nbsp;want to take over TBAWA, you only have to look at the way they have restructure themselves into smaller more manageable groups in recent times.&lt;br /&gt;For me and I believe the rest of the TBAWA&amp;nbsp;executive Tee-Ball is number one but thank&amp;nbsp;goodness for Geoff Hooker and BWA, I only wish Softball would lift their game to the same level&lt;br /&gt;&lt;br /&gt;Greg Mount-Bryson&lt;br /&gt;Chief Umpire&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;FROM COMMENTS SECTION&lt;br /&gt;Hi Greg&lt;br /&gt;&lt;br /&gt;How long will it be now for all the baseball rules to come back in. What i fear is likely hood of tee-ball remaining as a separate entity.&lt;br /&gt;TBWA have done a full circle in there belief and statue regarding baseball in the last 2 years. It will have a lot of information for umpires and hopefully many other interesting features.&amp;nbsp;The advent of the new website&amp;nbsp;will allow people to have more of a say, rather than just a comment&amp;nbsp; to a posting. They are to be voted on at the May meeting of the TBAWA. &lt;br /&gt;&lt;strong&gt;13 Foul Balls and Strikes&lt;/strong&gt;&lt;br /&gt;13.1 A foul ball is a batted ball which:&lt;br /&gt;(a) First lands in foul territory &lt;br /&gt;Note:&lt;br /&gt;(i) At all times it is the position the ball would have landed had it not been touched by a fielder or umpire.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;17.4 Leaving Base Early&lt;/strong&gt;&lt;br /&gt;No runner may leave their base before the ball is hit. When a runner leaves the base before the ball is hit, the umpire (base or Plate) shall immediately call "Time, Dead Ball" and return all runners to their bases. The umpire shall warn the runner who left the base early. If the same runner offends again in the same innings, the runner shall be called: "Out".&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Dead Ball Circle Area&lt;/strong&gt;&lt;br /&gt;A half circle shall be marked from the front outside corners of the batting boxes&lt;br /&gt;projecting out 1.2m in the middle.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Dead Ball Circle&lt;/strong&gt;&lt;br /&gt;Any batted ball first landing in the “Dead Ball Circle” shall be deemed a foul ball&lt;br /&gt;Note:&lt;br /&gt;(i) “Time” should not be called till the ball hits the ground&lt;br /&gt;(ii) Immediately the ball hits the ground the umpire shall call “ Time, Foul Ball…. strike/s on the batter”&lt;br /&gt;.&lt;br /&gt;&lt;strong&gt;Bat Disposal&lt;/strong&gt;&lt;br /&gt;The batter shall be given out if they have not disposed of the bat by half way to first. &lt;br /&gt;Note:&lt;br /&gt;(i) The half way point shall be in the umpires judgement.&lt;br /&gt;(ii) The ball shall be deemed dead and no runners may advance&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Being called “Out”&lt;/strong&gt;&lt;br /&gt;Players should leave the field of play immediately they are called “out”.&lt;br /&gt;Players should make sure they do not interfere with any play after being given out.&lt;br /&gt;Should this occur, play will proceed normally until “Time” is called.&lt;br /&gt;The umpires will then in consultation with one another determine the outcome of the play. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Age Groups&lt;/strong&gt;&lt;br /&gt;The official age groups for Tee-Ball shall be: U/9’s, U/10’s, U/11’s &amp; U/12’s&lt;br /&gt;These shall be the official age groups played in TBAWA sanctioned metropolitan carnivals.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Age Cut off&lt;/strong&gt;&lt;br /&gt;Players must be under the official age as at the 30th of June in the second part of the season. Over the years we have had the odd enquiry as to which of the rule books is the official one. Both are, the Umpires Manual simply goes into more detail and explains each rule. The explanations and interpretations in the Umpires Manual are how we expect rules to be administered. There is to be no “my interpretation” or “my understanding is”. Intention and interpretation must be by the book, the whole point of writing this book is to have every one interpreting the rules the same. It does not matter how they do it in baseball or softball it is what is best for the players playing Tee-Ball. The forthcoming meeting of the TBAWA council will see any proposals for new rules put as a notice of motion to be voted at the next full council meeting, should any individual or club require clarification on any of these suggestions, please do not hesitate to contact me and I will be happy to explain the proposal or drop out to your club and attend a committee meeting. That is not to say we did not receive some justified complaints. However, in many of the complaints, it was the way it was viewed by the coaching staff. A game viewed from a coaching perspective is totally different to a game viewed from an umpires perspective. One interesting situation was when we received a complaint about a plate umpire that coincidentally we were assessing for Level 3. The coach approached us at the table after the game unaware we had been at the game and gave us his thoughts on the incompetence of the umpire and how he called the game one way for his team and one way for the other team. Our initial assessment of the particular umpire was a pass for that game. What I am trying to express here is as a coach of a side, you see the game from one perspective; your teams. You are not concentrating on the game in the same way an umpire is. An umpire generally looks at a game with no bias for either side, but strictly from a rule perspective. The coach went as far as to say, "had he known what he was doing we could have won the game".  Most umpires understand they will not make everyone happy during a game and as chief umpire I am well used to receiving these types of complaints. Unfortunately as umpires we do not (and of course should not) have the opportunity to express to coaches our opinion on the mistakes they sometimes make. Whilst watching this particular game, the other assessor and myself both made comments as to the direction the coach had the batters hitting. For instance no runners on base, first batter bats up first bag line, (what happened to batting up 3rd bag line to keep the ball as far away from the runner as possible, basic coaching 1 0 1 ) ball fielded by first baseman who tagged the base easily, batter out. A couple of batters latter with runners on 1st and 2nd the batter hits direct to 3rd baseman. At no stage did we see the coach direct a batter where to hit. This continued through out the entire game. Do I need to go on. Sorry coach this was the reason you lost the game, not the umpiring decisions. I know this seems like I'm coach bashing, however this is not my intention. I am trying to make the point that if we very rarely hear about the mistakes coaches make, then WHY do we so regularly and so enthusiastically hear about the umpires mistakes. In more cases than not when we visit a game that has a supposed umpire problem, there isn't one. Rather, the game is being viewed from a team perspective.&lt;br /&gt;Of course this only applies to a small minority of coaches and as I said earlier, umpires do make mistakes. I would just ask those few coaches that this is directed at, please concentrate on coaching and leave the umpiring to the umpires. Unfortunately I missed the last TBAWA council meeting at which Belmont President Stuart Paull raised the issue of moving the official ages of Tee-Ball back to U9's through to 11's with the 13's moving to Baseball. If my understanding is correct I think he would like to see more Tee-ball clubs move into or work closer with their local Baseball club and help nurture baseball in these U12's and U13's divisions. The ultimate goal being to give the players a little more excitement rather than just hit and run which it seems 13's are turning into. I am sure this will not be the last we hear of this issue.&lt;br /&gt;&lt;br /&gt;From &lt;strong&gt;Stuart Paull Belmont Raiders Tee-Ball Club&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;For those of you not present at the meeting lets get a few things into perspective:&lt;br /&gt;Firstly and most importantly the age issue in teeball is primarily to do with PLAYER SAFETY! in the past boys stopped at under 11's and girls could continue into under 13's due to the fact that they were not DEEMED to be a danger to other players. this was stopped by the Equal Opportunity Commission after TBAWA was taken to court over a similar type issue. &lt;br /&gt;Secondly, those who were present would have witnessed nearly all attending TBAWA 2009/10 committee members openly state that they are NOT IN FAVOUR of under 13's teeball either and that they are going along with what the clubs have decided over the years which is exactly what they are supposed to be doing.&lt;br /&gt;Thirdly, over the past few years and especially in the last 2 years due largely to the arrival of Steve Fish and Jason Dewy among others into the BWA/Perth Heat development ranks there has been a massive involvement from that side of the fence to open the doors that have been closed in the past and to start rebuilding the relationships between Baseball and Teeball in this state. This can be evidenced by the involvement of Geoff Hooker and David Hays (among a variety of other BWA officials) at the regular TBAWA meetings and also the schools program that has incresaed participation currently being run by Peter McCormack (and TBAWA)and Steve Fish.&lt;br /&gt;Fourthly, i would be happy to see someone from Softball WA down at our club touting their wares and i would also like to help them increase their numbers. I am led to believe that Softball WA has a standing position on most Teeball and Baseball WA committees but we don't see them very often if at all and from my enquiries our club has not had a local Softball club representative contact us in any way in the past 7 years. Even someone of my considerable size can easily bat up third baseline and stay comfortably inside the box.&lt;br /&gt;My real concern is what we are seeing happen, players literally taking a step backwards before batting. With a stationary target as we have in our game the batter should take a set stance before the swing. I can understand them taking a step or a slide forward as in a power swing but WHY oh WHY are they being allowed to step backwards, especially more the 915mm to be outside the box. I know this will make me very unpopular (as if that is any more possible) but I believe it comes down to bad coaching. I wonder how many people could handle being involved in the game with these rules. &lt;br /&gt;&lt;br /&gt;RULES OF PLAY&lt;br /&gt;&lt;br /&gt;Players' ages are four to eight. &lt;br /&gt;Players on a team – 12 minimum, 20 maximum &lt;br /&gt;Note: more than 15 players on the field or batting is not advised. &lt;br /&gt;50 feet between the bases. &lt;br /&gt;A real or imaginary playing line is between first base and third base or an arc 40 feet from home plate. &lt;br /&gt;Every player bats and plays in the field. &lt;br /&gt;The ball is hit off a batting tee; there is no pitching.* &lt;br /&gt;There are no walks or strikeouts. &lt;br /&gt;The ball must travel 10 feet or it is a foul. &lt;br /&gt;No fielder may cross the playing line until the ball is hit. &lt;br /&gt;No stealing. Parents, but worse coaches yelling out, “Johnny if you hit a home run I will give you 10 Dollars”, or “Sarah, make the catch and I will give you 5 dollars.  Where does this type of encouragement come from, if it is encouragement at all.  Why do we feel that we have to have a dollar value on everything we do, especially for our  7 and 8 year olds.  I can possibly understand parents yelling this out, although it does nothing for the children who DON’T get the offer, BUT COACHES, sorry this really sticks in my throat and I would love to say something to them.  As a coach at many levels of Tee Ball and beyond, I would think correcting a players possible problem at training would be the better way to help them improve, and think about how the other kids on the team would feel when they do not get the same offer…………………..COME ON NOW PEOPLE………….Fun Fairplay FUNDAMENTALS and Family involvement is what we are talking about….when did the fifth F “For Cash” come into our great game.  Lets get back to these fundamentals so ALL our kids can enjoy the game. One of the problem areas we believe is the intrusion placed on the participants time. Generally level 1 clinics are conducted on Sundays over a six hour period, seven by the time we have lunch and drinks breaks. &lt;strong&gt;One&lt;/strong&gt; of the options we are looking at next year is to present the theory side of the course either on CD/DVD or on the Internet. We could then run a &lt;strong&gt;two hour&lt;/strong&gt; clinic on Saturday afternoons or Sundays. At this session we could have a quick test/exam to make sure participants had studied and absorbed the theory side of the course and then go on to do the practical session. Giving up two hours on a Saturday or Sunday would surely be preferable to giving up a full day. We could possibly even have multiple sessions on a Sunday&lt;br /&gt;I would appreciate any feed back, positive or negative or any suggestions you feel would be a better option.&lt;br /&gt;Before you suggest it, NO we can’t put the accreditation's in a &lt;span id="SPELLING_ERROR_0" class="blsp-spelling-error"&gt;Weeties&lt;/span&gt; packet, we get accused of that now. Our club is half way through there season and is still waiting for an umpiring clinic that keeps getting put off because we are told there is only 1 person that is available to do Umpiring clinics. No country clinic has been put off or even postponed. If you are from where it think you may be from you know very well there was a clinic held in your area. You chose not to attend this clinic and now you are screaming because you need umpires. It was a great day then and still is.  The improvement in shelter and facilities was fantastic to see.  The kids really enjoyed themselves.  The clubs and coaches really excelled themselves. I could even get a latte :-).&lt;br /&gt; &lt;br /&gt;However, there were also some disappointments:&lt;br /&gt; &lt;br /&gt;A number of teams did not have many parents or supporters.  Kids love showing their skills to their parents.&lt;br /&gt;Scorers seem to be forgotten.  A bid of shade for them would have been wonderful&lt;br /&gt;Some teams still play for "sheep stations" but what is new.  This has always been the case.&lt;br /&gt; &lt;br /&gt; &lt;br /&gt;While I understand that umpires at Yokine did not need to be accredited, I felt that the overall umpiring standard was mediocre at best.  I can accept un-accredited umpires "trying their best".  We need people willing to try.  What I cannot accept is "yellow caps" making blatent errors (eg batted ball hits third bag - "foul",  Plate umpire over-rules Base umpire because she "had a better view", Short Stop positioned midway between 2nd bag and centre field when "play ball" is called, umpires poorly positioned to make a good call).  I could go on but you get the picture.  This was "yellow caps".  Since I umpired at both club and State levels, the TBAWA has introduced a more regimented, regulated umpire accredititation system.  From what I saw today I am sad to say that I believe that it has not worked. You always think that things were better in your time but the umpiring today really was poor and I felt the necessity to tell you.&lt;br /&gt; &lt;br /&gt;Having expessed my views, it was still great to see so many kids having fun. In the umpiring department we tend to receive a few more complaints than most. Complaints from coaches about umpires, complaints from umpires about coaches, complaints from teams about other teams, complaints from clubs about other clubs and so on.&lt;br /&gt;&lt;br /&gt;A small example from the Lightning Carnival:&lt;br /&gt;• Umpire would not call time till the ball was held in the mitt only.&lt;br /&gt;• Coach demanded the tee be moved off to the side because his players had too long a reach and   ‘if we can do it at club why not here’.&lt;br /&gt;• Umpire would not act when a team made negative comments to their opposition.&lt;br /&gt;• A coach using foul language to the opposition players.&lt;br /&gt;• One team’s parents cheering when the opposition made mistakes.&lt;br /&gt;And obviously several complaints about umpiring decisions etc. etc. etc.&lt;br /&gt;&lt;br /&gt;Sometimes these problems can spoil your perception of a day and you tend to sit back and reflect, &lt;strong&gt;is it really worth it ?.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Quite honestly, &lt;strong&gt;my oath it is!!&lt;/strong&gt; Yes we may have received a few complaints over the day and we were unhappy with some peoples’ performance and behaviour.&lt;br /&gt;However as I sit back and reflect on the weekend a smile breaks out as the penny drops with the subtlety of a sledge hammer. Problem people are a very very small minority, and if I thought a carnival could be held with over seventy teams and some fifteen hundred people in attendance, and there not be any complaints, I think I may have been being a little &lt;span id="SPELLING_ERROR_0" class="blsp-spelling-corrected"&gt;naive&lt;/span&gt;.&lt;br /&gt;For me the fun and enjoyment started on Saturday afternoon when the clubs turned up for ground marking. Even though many of them had been at tee-ball all morning, then softball or baseball in the afternoon, not one of them complained or bitched about having to line mark. They just paired up with another club, jumped in and did the job. The only thing we did marvel at is it is not like the old days, the &lt;span id="SPELLING_ERROR_1" class="blsp-spelling-error"&gt;esky&lt;/span&gt; was still half full after they had left. Thank you clubs, you sent along a great group of people.&lt;br /&gt;&lt;strong&gt;How sorry am I now for feeling ‘is it really worth it’.&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;Then on Sunday morning at 6am as we arrived at the ground to set up, there to my surprise was someone from one of the clubs waiting to help us, someone not even associated with &lt;span id="SPELLING_ERROR_2" class="blsp-spelling-error"&gt;TBAWA&lt;/span&gt;. Thank you Scott.&lt;br /&gt;&lt;strong&gt;How embarrassed am I now for feeling ‘is it really worth it’.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;During the day whilst going about my duties I observed countless hard working people some of whom I see year after year after year umpiring, coaching, managing, scoring and supporting their teams and clubs. On a number of occasions after giving the "Official Rule" I have club committee members phone back and say "we don't use that rule or we have modified that", this is of course entirely the clubs prerogative. I now prelude my comments with "this is the official rule however check with your club on what rule they use". I am writing this as a lead in to this next very thought provoking article from our Chief Coach.&lt;br /&gt;&lt;br /&gt;Hi Greg,&lt;br /&gt;Over my long participation in this great sport called Tee-Ball, have seen many changes enhancing the sport for our young children.&lt;br /&gt;With the vast number of metropolitan and country clubs it would be more beneficial for all if we all worked as one.&lt;br /&gt;We have an a Association [ T.B.A.W.A. ] made up of an executive and a maximum of two delegates from each &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;financial&lt;/span&gt; tee-ball club working in the best interests of ALL Clubs and our young players.&lt;br /&gt;Why is then that the a vast number of clubs create a system outside the rules of the T.B.A.W.A.&lt;br /&gt;I understand that we modify the rules for our nippers [ 5 &amp;amp; 6 year &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;olds&lt;/span&gt;&lt;/span&gt; ] but it would be more &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;benefit&lt;/span&gt; for all if our under 9s - 10s - 11s &amp;amp; 12s played the game set out by our association.&lt;br /&gt;Clubs that play together in local competition, clubs that participate in local carnivals, clubs that participate at T.B.A.W.A. carnivals and players that move from one club to another would be happier if we all worked under the same rules.&lt;br /&gt;Have &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;visited&lt;/span&gt; most clubs over my time in Tee-Ball and seen that they &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_5"&gt;operate&lt;/span&gt; under different playing rules, thus adding to the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_6"&gt;confusion&lt;/span&gt; of players, umpires, coaches, &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_7"&gt;administration&lt;/span&gt; and parents.&lt;br /&gt;I believe its time for ALL involved in this great sport to come together as one with everyone playing by the same rules as set out by the association.&lt;br /&gt;&lt;br /&gt;I understand this may offend some some readers, it is not intended to but to generate discussion in bringing all clubs together as one.&lt;br /&gt;&lt;br /&gt;Peter &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;McCormack&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;Chief Coach T.B.A.W.A.&lt;br /&gt;&lt;br /&gt;Like to see your thoughts. &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;GMB&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;A comment from our own&lt;/em&gt; &lt;strong&gt;Mr Tee-Ball&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;After reading the above comments by our Chief Coach I must agree with him, especially with so many carnivals etc between clubs and also &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;TBAWA&lt;/span&gt; carnivals, our Chief Umpire works hard to have a set of rules that is in the best interests of the players and all clubs and are voted in by the clubs, so we should endeavour to use them.&lt;br /&gt;&lt;br /&gt;Just as a interest below are some of the club rules that have caused confusion at the State Championships.&lt;br /&gt;&lt;br /&gt;1. Not calling a batter out for dropping the bat inside the diamond after batting.&lt;br /&gt;2. Not calling the runner out for sliding into first base.&lt;br /&gt;3. Not allowing the coach to stand with the batter beside the umpire until the batter has batted.&lt;br /&gt;4. Not allowing 3 coaches on the diamond while team is fielding.&lt;br /&gt;5. Not allowing three coaches, a manager and three parents to enter the diamond to argue with umpire.&lt;br /&gt;6. As time is fast running out before State Champs and we have limited &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;accrediting&lt;/span&gt; umpires we can not &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;guarantee&lt;/span&gt; we will be able to asses everyone. I think it may generate more comments and emails than anything I have posted to date.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;I have head that &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;XXXXX&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; do not let anyone in yea 7 no matter of their birthday date to play &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;teeball&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; so this means there state teams for the 13's both mixed and girls only. Only have 11yr &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;olds&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; in it which i &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;think is&lt;/span&gt; a little silly cos i know that there are still &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;alot&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; of year 7's that&lt;br /&gt;would &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;raher&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; play &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;teeball&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; than softball or baseball there are some children in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;XXXXXXX&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; that don't play any sport cos they are told they are to old to play &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;teeball&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; which they aren't !! This &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;alo&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; makes &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;thier&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; State Teams a bit weaker than the clubs that are made up of the older age group !!&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Also posted in the comments section in support of the above.&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;I have also head this and although i am under the understanding that &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;TBAWA&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; can't make the rules and By laws up for clubs they can only be a guide. I personally think this is wrong to not allow 7's to play as they are only turning 12 in this year. This seems very unfair to the children who do not wish to go to softball or baseball.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;My comments,&lt;/strong&gt;&lt;br /&gt;&lt;em&gt;first let me say the comments and thoughts you are about to read are my personal ones, they in no way reflect those of the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_12"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;TBAWA&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; and I do not write on behalf of any other &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_12"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_12"&gt;TBAWA&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; member.&lt;/em&gt;&lt;br /&gt;&lt;em&gt;Originally the official age groups for Tee-Ball where U/9, 10s &amp;amp; 11's boys and U11's &amp;amp; 13's girls. T&lt;/em&gt;&lt;em&gt;his was because boys generally started Baseball in U13's and girls started softball in U14/16's. SO working on these age groups we are only talking about boys. There was a few cases hear and there where Tee-Ball c&lt;/em&gt;&lt;em&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_14"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;lubs&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; allowed players they thought would not be capable of going on to Baseball &amp;amp; Softball to stay on an extra year. I believe that because the children find Tee-Ball such an easy game to play and their parents feel so comfortable within our sports environment they started asking for &lt;strong&gt;their more than capable children&lt;/strong&gt; to stay on. Some clubs who's numbers were wain saw this as a way of retaining numbers and agreed, and of course because it is such an easy game for this age group to play the numbers did grow very quickly.&lt;/em&gt;&lt;br /&gt;&lt;em&gt;My concerns with the 13's age group are that it is human nature to want to be the big fish in the little pond ,however if we took that philosophy through life we would never improve.&lt;/em&gt;&lt;br /&gt;&lt;em&gt;The other and more important point that concerns me is that when boys stay in Tee-Ball till 13's (and this means they can now be 14 before the season finishes) and then try moving straight into U/15 Baseball they find they a so far behind the others players ability that the pull out of sport.&lt;/em&gt;&lt;br /&gt;&lt;em&gt;Of course this is not an across the board thing and there are and have been many exceptions&lt;/em&gt;&lt;br /&gt;&lt;em&gt;however it is more the norm than the exception. &lt;/em&gt;&lt;em&gt;Having said all this there are some exceptions where I am in favour of 13's Tee-Ball. For instance in country towns where there is no Baseball or Softball clubs for the children to move into, mind you it is very easy to expand a Tee-&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;Ball&lt;/span&gt; club into a Tee-Ball, Softball &amp;amp; Baseball clubs.&lt;/em&gt;&lt;br /&gt;&lt;em&gt;This would seem to be the easiest way to solve the problem either keep the 13's in your club and form your own Baseball and Softball divisions which has been done very successfully by a number of clubs. Or arrange your game times so the children can play both, sports this also has worked very successfully at a number of clubs&lt;/em&gt; .&lt;br /&gt;&lt;em&gt;Well I have possibly made myself a number of new enemies after this however that is the great thing about living in a democracy we are all entitled to our own opinions.&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;/em&gt;&lt;br /&gt;&lt;em&gt;I am looking forward to reading some of the comments that I am sure will follow.&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;/em&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#ff0000;"&gt;Addition&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;I have &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_14"&gt;received&lt;/span&gt; a lot of emails asking "why don't &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_14"&gt;TBAWA&lt;/span&gt;&lt;/span&gt; just change the age groups to remove 13's. First the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_16"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;TBAWA&lt;/span&gt;&lt;/span&gt; committee do not have the power to do this, the clubs make these decisions. Secondly and even more important a word called &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_17"&gt;&lt;strong&gt;discrimination&lt;/strong&gt;&lt;/span&gt;, we have for many many years had U/13 girls therefor we must allow U/13 boys. White line fever, we may all have been guilty of it at one time or another, but, remember that it is the children who are crossing the line to play, NOT us. As officials of the sport, we hear the uninformed comments from the sideline and most of the time ignore them and continue the game, but I wonder, if we can hear it so can the children. This can make an issue of what is happening, Mum, Dad, Grandma or Grandpa etc. are on the sideline yelling and cheering on their young sporting champions, FANTASTIC, this is what children’s sport is all about, but, when the comments question the ability of the coach or umpire, the kids wonder who is in the know, the officials or their family members. Don’t get me wrong, we all make mistakes, but, before making armchair comments, step back and look at what is happening, there a volunteers out there doing there best. I mean step back and look at what you may consider being a bad situation, really look at the kids on the field, I bet they don’t care, all the want to do is play the game as hard as they can and have FUN doing it. I hope I don’t sound like I am on a soap box, but over the years I have seen to many people NEVER umpire or coach again because of armchair experts giving them a hard time, if you want to change the way it is, PUT YOUR HAND UP AND JOIN IN, if not, that is fine, but wait till the end of the game and ask your question in a civil manner, you never know you may learn something. Oh by the way, UMPIRES, if the person has the decency to wait until the end of the game, and asks you in a civil manner about a rule or a call you have made, take the time to answer them, if you think you made a mistake, you are only human, if you need clarification, ask someone who knows in your club. Saturday the 5th of December, the exam will start at 6pm sharp. Anyone wishing to ask questions or do some study may attend from4.30pm.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; This will be your last chance to acheive accreditation before the State Championships, keep in mind that even if you pass you are still required to be assessed on the diamond. Last year several people missed out because they left it too late to have their practical assessment done. We have a limited amount of Accrediting Umpires to view people and we are not all available every weekend.&lt;br /&gt;For anyone who missed out on attending a level 1 clinic this is also your last chance. Calling “Time”&lt;br /&gt;R1 on 1st, batter hits a ball to deep right field, by the time the ball is relayed in R1 and batter are both between 3rd and home (batter has not passed R1 but is a couple of steps behind). Umpire calls time sends batter back to 2nd base and R1 back to 3rd. When queried on this interpretation indicates Rule Books says both runners were in close proximity to 3rd however only 1 runner can occupy the base so the other runner has to go all the way back to 2nd. The runner from 1 has nowhere to go (the batter is now at 1), so the runner from 1 stands a few paces short of second base.&lt;br /&gt;Shortstop has been watching this and has taken a few steps closer to second base. Eventually he steps across and tags the runner from 1 who is standing a few paces short of second base.&lt;br /&gt;I call that runner OUT, but did not call TIME. &lt;br /&gt;Eventually (after plenty of shouting from the sidelines), shortstop tags the runner on 2 (who started on 2 at the beginning of the forced play), who is still steadfastly standing on second base.&lt;br /&gt;I call the runner at 2 OUT too, and then called TIME. I called him out on the basis that the play was forced and hence he had lost the right to occupy second base once the ball was fairly hit.&lt;br /&gt;&lt;br /&gt;Is that the correct decision? It has been nagging me that an alternative interpretation is that he was no longer ‘forced’ once the runner from 1 was OUT and hence he can not be called out, tagged, while standing on second base.&lt;br /&gt;&lt;br /&gt;Thankfully, no-one argued the call and the game continued immediately. Perhaps they were all confused and thought that the person in the yellow shirt knew what he was doing!&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;ANSWER&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;In the second last paragraph of your email you have the answer.&lt;br /&gt;Once the force has been broken the runner who was on 2nd originally has the right to occupy the base therefore once the out was made on the runner heading to second you should have called time as the ball was held in an infield position and all runners were in proximity of their base. Please come along and support the players,they have just returned from a weekend camp away and after receiving some specialised training and lots of team building activities they should be at their best. &lt;br /&gt;The Heat play the NSW Patriots in the second game of the series and it should be a great game. I recently completed the Level 1 umpiring clinic, this is my frist year as an umpire (previous experience: 6 years as a player) and would like clarification on a rule. &lt;br /&gt;I was plate umpire last Saturday and noticed a girl wearing earrings, I bought it to the attention of the coach that any jewelery was not permitted on the diamond. The coach, 2 parents and myself became involved in a discussion as the player had only recently had her ears pierced and couldn't take them out yet. The coach pointed out that the recent coaching clinic he attended at xxxxxxx, where the instructor indicated that if the earrings ccould not be removed due to recent piercing they were allowed to be taped and the player was allowed to play. Long story short, one of the parents involved in the discussion proceeded to argue the rule with me and tell me that the child will be playing and cannot take her earrings out. Can you please clarify if players with new earrings that cannot be removed can participate in Tee-Ball, if so what preventative measures can be taken. Although there are a number of children within the club that have recently had their ears pierced.&lt;br /&gt;&lt;strong&gt;My responce &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Hello xxxxxxx.&lt;br /&gt;Thank you for your email, I hope the following clarifies your questions rule 2.3e the wearing of jewellery during tee-ball games (this should also be relevant to training).&lt;br /&gt;The official line we take during umpire clinics is to explain to umpires that they should not force a child to remove ear rings or studs if they have just had their ears pierced. Our understanding is that studs or sleepers should not be removed for five to ten days after the initial piercing, however we believe the risk to the child and possibly to someone else coming in contact with the jewellery could out weigh the disappointment of a child missing a game.&lt;br /&gt;Some people feel taping of the jewellery is sufficient, this is not so as a mitt making a high tag to the side of the head can easily roll tape back and allow the webbing of the mitt to become entangled in the ear ring, for this reason taping is not allowed.  &lt;br /&gt;For the sake of definition our interpretation of the words "exposed jewellery" means any jewellery not covered by clothing (standard tee-ball wear) or any jewellery that could become exposed with clothing rolling up .&lt;br /&gt; &lt;br /&gt;An important point to remember is that until an umpire has been dismissed from their duty of umpiring a game they can not be made to comply with anything contrary to the official rules of the game or a clubs by laws, in other words the umpire has the final say.&lt;br /&gt;I feel it is important I also mention that clubs should be very wary of altering rules pertaining to player safety as does rule 2.3e&lt;br /&gt;I understand that some parents will become upset at this rule as all they see is their child missing out on the game, however you should remind them that as the umpire and main official you have a duty of care to comply with the rules, especially those pertaining to their child's safety.&lt;br /&gt;Parents can not absolve an umpire of their duty of care by saying they will take the responsibility, they must either remove the jewellery or their child should be removed from the game.&lt;br /&gt;Parents have the choice of when their children have these piercings, should they choose to do this during the tee-ball season then there is a risk their child may have to miss a game.&lt;br /&gt; &lt;br /&gt; &lt;br /&gt;Rule 2.3e&lt;br /&gt;Exposed jewellery such as wrist watches, bracelets, earrings and neck chains etc., must not be worn during a game. Medi Alert bracelets and or Medi Alert necklaces are not considered jewellery and may be worn but these must be taped to the body without covering the information they contain. On the back of the tragic death of Canning club stalwart Mitch Bolton comes the sudden passing of Busselton club stalwart Wayne Royer. Both Mitch and Wayne gave so much to their clubs and our sport in general, along with all the other tasks they performed, both where accredited umpires. The idea being any ball hit that fell into this area straight infront of the tee would be a foul ball. Since tee-balls inception in 1978 to the start of the records in 1982 there were 100 umpires listed.&lt;br /&gt;Of those 100 two are still active, the first at accretatation number 61 is well known in tee-ball circles but perhaps more famous in Baseball.  He is Mr Frank Robertson, seen umpiring on behalf of his grandchilren's club at last years State Championships. The second at umpire # 62 is our own Mr Tee-Ball, Warren Lake, association secretary since  Noah played under 9's. The umpire in her WISDOM calls "time" and determines the outcome of the play.&lt;br /&gt;Coach comes in to ask why time was called when the ball was in the air and the runners between bases. Umpires reason " the child about to catch the ball was putting himself into danger because the ball was so high in the air" .
